Lets hope so but I can certainly see it being on the table of the SPL for the next year or so especially when you read the Caley chairman's statement. What I see in Milnes statement is a lack finality to the situation.

Hes a crook who is living off that he was elected first minister. How much did we pay him for that report he did I don't know but it would have been loads. At my old work he came in as an adviser for a few days on how the health sector should engage with politicians and was paid a fortune for it.
