I'd imagine the main reason such a thing would fail is that, as much as Scottish football is enjoyed by thousands, the administration of it is a long way down the list of real world problems for most folk (myself included).
Not dissing the efforts to address problems nor am i saying there are no problems there, just pointing out the vast majority of folk won't give up their Saturday fitba just to make a political point about what is basically a hobby.
That's potentially more viable, ironically because we are so shite that it would be easier to persuade folk
