“The clubs are taking a big ?decision for Rangers on Friday but an even bigger decision for Scottish football. They have to see the wider implications. If you looked at the SPL option [for Rangers], that would have ticked the box about keeping finances to the fore but would have done nothing as a fit and proper ?punishment.

 

“If you look at Rangers playing in SFL3, that ticks the box in terms of a fit and proper punishment but it raises concerns about finance and the future for Scottish football. If you look at Rangers playing in SFL1, then to me it can tick both boxes. It brings to a conclusion, I would like to think, the range of punishments that have been meted out. But it also satisfies the fact that a huge punishment has been delivered to the club ?in terms of their integrity and credibility.

 

“It is a balance and the fans may want to extract the maximum punishment, which is the Third Division. If you lived in an ideal world, a purist’s world, that would be fine. But we don’t have the luxury of that. In the position we are in, we can’t ?afford to take those lofty and philosophical decisions.

 

“I congratulate supporters for putting integrity and good governance of the game to the top of the agenda. The fans have done a good job, but it’s now time for them to join us in ?addressing the other issues in Scottish football.”

 

McLeish admits there is no hard proof of the apocalyptic figures which have been produced in recent days to illustrate the losses which would be suffered if Rangers are placed in the Third Division, but he is convinced it would cause significant problems for many clubs.

 

“I don’t have any empirical evidence to justify it but, in terms of the research I did, there are a lot of clubs in a very precarious situation,” he said. “How that would fall if Rangers went into the Third Division, you can’t identify the detailed consequences.

 

“But there is an instinct which many people share that it wouldn’t be positive for those clubs who are struggling on the margins. We are not like the Premier League in England where they are sitting on a fantastic amount of money. The game in Scotland is currently starved of investment. Much of that has to do with ourselves. We have to put our own house in order. No-one owes us a living.”

Hes a crook who is living off that he was elected first minister. How much did we pay him for that report he did I don't know but it would have been loads. At my old work he came in as an adviser for a few days on how the health sector should engage with politicians and was paid a fortune for it.

It is roughly seventeen months since this project started. Despite all of the revelations from this blog, and from other ‘new media’ outlets, little has changed in the world of Scottish football. This might seem a strange claim given that the largest football club in the country has become insolvent and now sits on corporate death-row awaiting its execution. However, the major institutions that feed on the blood of Scottish football fans: the SFA; the SPL; and the newspapers- appear to have learned little from events in this time.

 

They still believe that the people who pay their wages are imbeciles. They still dish out fatuous lies and peddle disinformation as if Sir David Murray was still in his heyday. The hysterical exaggerations and tales of impending financial doom should be transparent to the businessmen who fill most of the Chairman roles at Scottish football clubs.

 

If fairness fails and Sevco Ltd is able to field a team in the SFL1 next season, it is for each fan to make an individual decision on whether it is worth returning to watch a game played with loaded dice. For those who do decide to go back (I am still undecided), something will still be missing in the game. An unfillable void will have opened. The men who will vote on this decision have to realise that they are not just voting on short-term revenues. They are going to irreparably alter the Scottish game whatever happens. Money will ebb and flow in football in proportion to the excitement and quality of the competition. If fans believe that there is no competition because a winner is preordained, money will leave and it will stay gone.

Just a pity they aren't getting a straight forward question to vote on about putting newco into division 3  :hammer:

 

I'm fairly confident that they will, in practice though.  They would just need to propose an amendment to the first proposal to include wording to specify entry at div 3 (I'm pretty sure I read somewhere that it's in the rules for such meetings that any member can do something like this), then vote to approve proposal 1, and reject proposal 2.

Extracts from the bloo toon statement, well done loons:

 

.We have now received proposals that have been thrashed out between the SFA, SPL and our own SFL a mere 36 hours prior to Friday's meeting. Whilst we have always stated that we would welcome proposals for league reconstruction independent of the Rangers crisis, we are left with a sense of wonderment at many of the newly proposed changes to the League; changes that were deemed wholly unworkable prior to Newco Rangers application to join the SFL after expulsion from the SPL....................

 

 

Although football clubs from all leagues rely heavily on media revenue and sponsorship to survive, it is the fans that are the heart of the club. Our fans have made their feelings very clear over this issue and we have listened and taken on board all comments. We hope that voting to admit a Newco team into Division 3 will unite fans to vote with their feet to support their local team and help preserve our Scottish game.

Clyde have made another new statement this afternoon

 

"The Board of Clyde Football Club has received the papers in advance of tomorrows SFL meeting and will consider the Heads of Terms supplied. We continue to have the same fundamental concerns about this process, however the overriding concern is a point which we have made to the SFL.

 

We have received absolutely no information on the organisation Sevco Scotland Ltd whom we are being asked, and encouraged, to vote straight into the top division of the SFL under resolution 2 and possibly into SFL3 under Resolution 1. We have no business plan, list of directors, details of ownership, statement of capital adequacy or any proposals relating to the provision of any similar information in the near future. David Longmuir has clearly stated that he will distribute all the information he has got or is able to distribute.

 

Whilst the notion that there is a leap of faith to be taken in terms of some of the matters, there can be no leap of faith with something as fundamental as knowing who is being admitted to the league. The very fact that there is no information of any kind being made available on this company undermines the authorities efforts to direct the new entrant to SFL1. It is actually impossible for any member of the SFL to make an objective assessment of the proposals under Resolutions 1 and 2 and could be seen as irresponsible to support either proposal in such a void of information.

 

It is our hope that some credibility can be introduced to this process and we would ask that whoever holds information on Sevco Scotland Ltd provides a full and detailed pack to David Longmuir in order that, even at the eleventh hour, the SFL clubs are given reason to support any Resolutions that they might wish to vote on. We have to assume that the SFA and SPL hold such information otherwise they would not press so heavily for entry to SFL1.

 

If a leap of faith is to be taken, then in the current circumstances it will be taken blindly and the only logical outcome of taking that kind of risk would be to enter them to SFL3, where, should any subsequent issues arise, they will be contained within the lowest league rather than disrupting the top flight of the SFL.

 

The other matter that is entirely outside the gift of the SFL is the need for the SPL clubs to confirm that, contrary to what Neil Doncaster stated on their behalf, the SPL will meet its obligations to the SFL under the Settlement Agreement."

 

Interesting point re the info about Seveco.  Were Rangers (deceased) fans not raging about the lack of SFA oversight with regards to a "fit and proper person" test which allowed Whyte to waltz in.  Surely any new club needs to demonstrate to the league that they have a solid business plan, reputable owners and investors, the facilities to host league football and on a basic level have the ability to complete and 36 game league season.

Does Seveco currently meet any of these criteria?

Scottish Football League clubs received proposals from the league board on Wednesday, following negotiations between their chief executive, David Longmuir, and his counterparts at the Scottish FA and Scottish Premier League.

 

SFL chairmen have been asked to consider the plans and, if in favour, give their vote on Friday to approve them and, in turn, allow Rangers to participate in the First Division in season 2012/13.

 

The following text is taken verbatim from the proposals as sent to clubs.

 

Draft Heads of Terms

 

A) In the event that Sevco Scotland Limited is admitted as Associate Member of Scottish Football League and that Rangers FC shall be directed to play in the First Division of the SFL during season 2012/13 by resolutions approved by general meeting by SFL on Friday 13th July, then the following are to be implemented.

 

    Subject to The Rangers FC plc (in administration) signing a stock transfer in favour of Dundee or Dunfermline FC, a resolution will be tabled to a general meeting of the SPL to approve the registration of the transfer of that share.

 

    A payment of a minimum of £1 million + VAT will be made by the SPL to SFL to purchase the broadcasting and other rights in respect of SFL Division One next season.

 

    A resolution will be tabled to a general meeting to allow for play-offs at end of season 2012/13.

 

    A working party will be formed, including three representatives from both the SPL and SFL, to devise a new structure for the senior professional game in Scotland.

 

a) The introduction of an enlarged top tier for Scottish Senior Professional Football.

 

b) A new detailed model for senior professional football in Scotland including number of divisions; number of clubs per division; number of matches per season per division; number of promotion and relegation places per division and the introduction and operation of play-offs.

 

c)

 

I) A combined rule book

 

II) Governance recognising that one league body should have a chairman and two non-executive directors (to be appointed by the board and nominated by a panel with equal representation between i. the top division and ii. the other divisions). Three directors elected by clubs in top division and two directors elected by clubs in remaining divisions.

 

III) In the event that any change to the rules has any bearing on position rights, divisional structure including promotion and relegation, then any change would require the support of 75% outside of top tier of football clubs.

 

IV) An all through distribution model, providing certainty for all clubs as to the percentage of distributable income that would be received.

 

V) An integrated executive.

 

d) The introduction of a pyramid for Scottish football to provide a route for licensed clubs to enter the new structure effective 2014/2015.

 

e) The value and number of parachute payments to be made across the new structure.

 

f) The Scottish FA to invest in a restructuring budget to facilitate the delivery of the above domestic structure.

 

In the event that a final decision is not reached by 30th November 2012, the Scottish FA will seek to implement a new structure in time for the 2013/2014 season. The members of the working party including Chairman will be announced in the near future and will ensure consultation with all stakeholders prior to final recommendations being made.

 

These heads of terms are not intended to be a contractual agreement which is legally binding between the parties.
